The Fleet Document Renewal Guide for Mexico

The renewal itself still happens with the authority or the insurer; DocVigia tells you when to start. For each document a fleet carries: who renews it, where, online or in person, what you will be asked for, and what it costs — checked against the official pages on 21 September 2026.

Manual or automated?

The trámite is yours; knowing it is coming is ours. No system files a renewal with SICT, a state registry or an insurer on your behalf — each one has its own portal, its own paperwork and its own clock. What can be automated is everything around it.

At a glance

Six documents, five different authorities, and one that is not a renewal at all.

1. Federal driver's licence

Renewed online with SICT; only the medical exam is in person. Trámite SICT-03-032, "Renovación de la Licencia Federal Digital de Conductor". It runs through SICT's Ventanilla Única de Autotransporte Federal and the licence is delivered as a digital licence to the driver's phone. Response time on the official page: one business day once the file is complete.

• How often. Categories A, B, C, D and F: every 4 years. Category E (hazardous materials): every 2 years.
• Cost. MXN 205.00 for the trámite itself. The medical exam and the training course are provided by authorised units and centres and are not included in that fee.
• The two inner deadlines. A medical certificate older than 90 days, or a training certificate older than 12 months, has to be redone before the renewal is accepted — so the renewal window is really three dates, not one.
• Where. The trámite page on gob.mx lists the requirements; the Ventanilla Única is where the file is submitted. Both links are under Sources.

2. Physical-mechanical verification

An inspection at a private unit approved by SICT, under NOM-068. NOM-068-SCT-2-2014 sets the physical-mechanical and safety conditions for vehicles in federal autotransporte — passenger, tourism, cargo, auxiliary services and private transport — on federal roads. The verification is done at a Unidad de Verificación approved by SICT, and the unit issues the constancia and sticker the vehicle carries.

• How often. Periodic; the interval depends on the vehicle's age as set out in the norm. Read the current text of the norm (link under Sources) rather than a fixed month — the calendar is republished.
• What to bring. The unit itself, its circulation card, and the previous constancia if it has one. Confirm the list with the verification unit when booking.
• Cost. Paid to the verification unit. Ask for the amount when you book; it is not a single federal tariff published on gob.mx.
• Plan the route around it. A truck on a multi-day trip cannot be inspected. The 30-day alert exists so the visit can be scheduled while the unit is home.

3. Circulation card

Renewed where the unit is plated — the state, or SICT for federal plates. There is no single national process. A unit with state plates renews its card and pays its annual refrendo with that state's registry; a unit with federal plates for autotransporte federal deals with SICT's Ventanilla Única. Mexico City is the worked example because it is the largest and its portal is fully online.

Mexico City (Semovi)

Online, at the Refrendo de Tarjeta de Circulación portal. You need a Llave CDMX account (free, created with CURP, official ID and an email), the plate number and the RFC or CURP the unit is registered under. The portal generates a línea de captura, you pay online or at an authorised bank, and the updated proof of validity downloads from the same portal. Any other state

Look for "refrendo" or "tarjeta de circulación" on the state's Secretaría de Finanzas or Movilidad site. Most ask for official ID, proof of address, the previous card and a clean tenencia record; the fee is set in each state's own tax code every year. Record the state on each unit in DocVigia so the right portal is one click from the alert.

4. Emissions verification

A state programme, twice a year, at a verificentro. Emissions verification is run by state environmental authorities, not SICT. Mexico City's Sedema publishes a Programa de Verificación Vehicular Obligatoria every semester: the calendar is by engomado colour and the last digit of the plate, the test is done at a licensed verificentro, and the result is a hologram — "00", "0", "1" or "2" — which also sets how the unit is affected by circulation restrictions. The fee for the constancia is set in each semester's programme.

• What to bring. The unit, its circulation card and the previous constancia. Book through the programme's appointment system where the state uses one.
• Which programme applies. The state where the unit is plated — and, for the megalopolis, where it circulates. A unit plated in one state and operating in another may answer to a different calendar; confirm with both.
• The calendar moves. Windows are republished every semester. Do not carry last semester's dates forward; read the current programme (link under Sources).

5. Insurance policy

A contract with your insurer — and a legal obligation on federal roads. Article 63 Bis of the Ley de Caminos, Puentes y Autotransporte Federal requires every vehicle on federal roads and bridges to carry civil-liability insurance covering damage to third parties, and makes the owner responsible for contracting it. Renewal is not a government trámite: it is done with the insurer, before the policy's end date.

• What to keep on file. The policy, its carátula (the cover page with plates, coverages and dates), proof of payment, and any endorsement issued when a unit is added or replaced.
• The date that matters is the end of cover, not the day the PDF was issued. Upload the renewed policy and DocVigia reads the new end date.
• One anniversary for the fleet. Most fleets group every unit under one renewal date so the insurer, not a spreadsheet, tracks it — DocVigia then tracks the endorsements that fall outside that date.

6. Carta Porte

Not a renewal; issued for each transport of goods. The complemento Carta Porte is a SAT tax document attached to a CFDI — of type ingreso when a carrier provides the transport service, of type traslado when a company moves its own goods. It relates the goods, the origin, intermediate points and destination, and the vehicle. There is no validity date to renew; a new one is issued per transport. DocVigia stores the document with the trip's record and does not issue, stamp or file it with SAT.
